106ConsultationPosterWhat can supermarkets do to minimise their impact in the local area? The Town Council, St Paul Without Parish Council and the Chamber of Commerce are organising an open day this Saturday, 7th January to invite the community to find out more about contributions, known as 'Section 106 contributions'.

These contributions, by way of building works or funds, are usually required to 'make acceptable a development that would otherwise be unacceptable'.

The event runs from 10.30am to 2.30pm and there will be a comments box for you to provide your own suggestions.

Planning law allows councils to ask developers for what are known as "Section 106 contributions." These are building works or funds to "make acceptable a development that would otherwise be unacceptable in planning terms." That is, a developer makes Section 106 contributions to mitigate the development's own impact.

The two Councils and the Chamber of Commerce are asking individuals and organisations to help us be prepared if Sainsbury's and / or Waitrose's planning application is successful. We do not necessarily support these developments, but if approved by Wiltshire Council we want to secure the most effective Section 106 contributions. So we have formed a Working Party to collect, consider and produce a short list of ideas by the end of January 2012. We would like your input to these ideas, either as an individual or an organisation, by Friday 13th January 2012.

Section 106 contributions must be directly related to the proposed development and be reasonable in scale and kind. Suggestions already made are:

  • A regeneration fund for Malmesbury High Street,

  • Funds to help business start‐ups in the town,

  • A local produce section at the stores,

  • Promoting the town to neighbours and passers‐by, e.g. landscaping the Priory Roundabout,

  • Subsidised town centre parking,

  • Improved pedestrian and cycle access to the town centre and the proposed stores from the outskirts of the town and villages.
